Practical Action and the development case for locally maintained technology

Practical Action is an international development organisation supporting communities with practical technologies for agriculture, energy, water, waste management, climate resilience and livelihoods. Its work matters because many development challenges are not caused by a lack of invention, but by the failure of systems to make useful technologies affordable, locally maintainable and relevant to people living with poverty, climate risk and weak infrastructure. The organisation describes its approach as working with communities to develop lasting and locally owned solutions.
The organisation’s central idea is that technology should be judged by whether it works in real life. A pump that cannot be repaired locally, an energy system that cannot be financed, or a farming tool that does not fit local conditions may add little value. Practical Action focuses on locally maintained solutions, an approach that places design, skills, markets and institutions alongside hardware.
This emphasis has historical roots. Practical Action was formerly known as the Intermediate Technology Development Group, associated with the economist E. F. Schumacher, whose work argued for technologies suited to human scale, local capacity and social purpose. That legacy remains visible in the organisation’s focus on applied solutions rather than large infrastructure alone. The Food and Agriculture Organization of the United Nations describes the organisation as specialising in helping people use technology for practical answers to poverty.
In agriculture, Practical Action works in areas where smallholder farmers face climate stress, insecure incomes and uneven access to markets. Practical technologies may include improved processing, storage, irrigation, climate information or production methods that help farmers reduce losses and increase resilience. The public-interest question is not whether a device or method is innovative, but whether it can be used, repaired and paid for in conditions of limited resources.
That makes the organisation relevant to debates on climate-resilient agriculture. Across the Global South, farmers are being asked to adapt to changing rainfall, heat, floods and soil pressures while still producing food and income. Technical solutions can help, but only when they are linked to local knowledge, finance, extension services and fairer market access. Practical Action works in this difficult space between household needs and wider systems.
Energy is another major part of its work. Clean energy access is not only about lighting homes. It can power irrigation, refrigeration, small enterprises, health facilities and schools. For communities without reliable electricity, decentralised energy can support livelihoods and public services. Yet renewable energy systems also require maintenance, spare parts, trained technicians and financing models. Without those elements, access can be temporary rather than transformative.
Water, sanitation and waste management are similarly practical concerns. In low-income and climate-vulnerable areas, unsafe water and poor waste systems affect health, dignity and local economies. Technologies for water supply, treatment, drainage or waste reuse must be shaped by geography, community management, public regulation and long-term costs. Practical Action works on these issues as part of a broader development agenda rather than as isolated engineering tasks.
The organisation also has a strong connection to climate resilience and disaster risk. Its profile on PreventionWeb, the knowledge platform supported by the United Nations Office for Disaster Risk Reduction, describes it as a development organisation that works through community projects, publishing and technical consulting. This combination matters because field evidence can inform policy, while technical advice can help spread tested approaches beyond individual project sites.
From a Sustainable Development Goals perspective, Practical Action is most clearly linked to SDG 1 (no poverty), SDG 2 (zero hunger), SDG 6 (clean water and sanitation), SDG 7 (affordable and clean energy), SDG 8 (decent work and economic growth) and SDG 13 (climate action). These connections are genuine because the organisation works where poverty, food systems, water stress, energy access and climate risk overlap.
Its work also reflects SDG 17 (partnerships for the goals). Practical technologies rarely scale through charities alone. They require local government, community groups, technicians, cooperatives, small businesses, donors and public institutions. Practical Action has sought to share evidence and support wider adoption, which is important in a sector where successful pilot projects often fail to influence national systems.
The organisation sits within a wider civil society and development ecosystem. Sustainable Energy for All works on global energy access and clean energy policy. WaterAid focuses on water, sanitation and hygiene. World Resources Institute provides research on climate, cities, food and energy systems. United Nations Development Programme supports governments on poverty reduction, resilience and sustainable development. These organisations do not replicate Practical Action, but they help define the policy environment in which its work is understood.
The strengths of Practical Action lie in its attention to use, maintenance and context. In development practice, there is a recurring risk of technology being delivered as an object rather than embedded as a service. Communities may receive equipment without training, or infrastructure without funds for upkeep. By focusing on community-led technology, the organisation addresses a persistent weakness in conventional project design.
There are also limits. Locally maintained technology can reduce dependence on distant suppliers, but it cannot solve all structural problems. Farmers may still face volatile prices. Families may lack secure land rights. Local governments may have limited budgets. Climate shocks may overwhelm household-level adaptation. In conflict-affected or politically unstable settings, even simple systems can be hard to sustain. A practical approach must therefore avoid becoming a narrow technical fix.
Funding pressures are another challenge. International non-governmental organisations often depend on grants, contracts and donor priorities that can change. This can shape what is possible, what is measured and how long support continues. For an organisation such as Practical Action, the key test is whether its models strengthen local capacity and public systems after project funding ends.
Its work is particularly relevant at a time when climate policy is increasingly focused on adaptation, not only emissions reduction. Communities already facing poverty are often asked to withstand climate impacts they did little to create. Practical technologies, when locally controlled and properly supported, can help reduce vulnerability. But adaptation also needs public investment, fair finance and political accountability.
The public-interest value of Practical Action is therefore not simply that it promotes technology. It is that it asks what kind of technology is useful, who controls it, who can maintain it, and whether it improves daily life. In an era of large climate pledges and rapid technological change, that grounded question remains essential.
