Education is transformative—it liberates the intellect, unleashes creativity, and is essential for self-respect. It serves as a gateway to prosperity, offering limitless opportunities for personal growth and societal advancement. Accessible education empowers individuals to contribute meaningfully to a progressive and healthy society, enriching the lives of every human being.
Goal 4 is founded on the principle that inclusive and equitable education underpins social mobility, democratic participation, and economic resilience. It addresses disparities in access, quality, and outcomes across education systems.
The goal targets universal schooling, literacy and numeracy, vocational training, teacher quality, and lifelong learning, while addressing poverty, conflict, displacement, and digital exclusion. Structural investment in teachers, infrastructure, and curricula remains central.
Organisations such as UNESCO, UNICEF, and Global Partnership for Education support national systems. Smaller actors including Room to Read, Education Cannot Wait, and Teach For All operate at community and crisis level.
While enrolment has improved and gender gaps narrowed, learning poverty remains widespread. International Literacy Day (8 September) continues to frame policy debate. GSN documents education as a long-term institutional investment rather than a short-term social metric.

FREE PRIMARY AND SECONDARY EDUCATION
By 2030, the goal is to ensure that all girls and boys have access to free, equitable, and high-quality primary and secondary education, resulting in meaningful and effective learning outcomes. This aims to provide every child with the educational foundation necessary for personal development, empowerment, and active participation in society.

EQUAL ACCESS TO QUALITY PRE-PRIMARY EDUCATION
By 2030, the objective is to ensure that all girls and boys have access to quality early childhood development, care, and pre-primary education, preparing them adequately for primary education. This initiative aims to promote early childhood learning experiences that nurture cognitive, social, and emotional development, laying a solid foundation for lifelong learning and well-being.

EQUAL ACCESS TO AFFORDABLE TECHNICAL, VOCATIONAL AND HIGHER EDUCATION
By 2030, the goal is to achieve equal access for all women and men to affordable and high-quality technical, vocational, and tertiary education, including university education. This objective aims to eliminate barriers to higher education, ensuring that individuals can pursue diverse career paths and contribute effectively to society, regardless of gender or socioeconomic background.

INCREASE THE NUMBER OF PEOPLE WITH RELEVANT SKILLS FOR FINANCIAL SUCCESS
By 2030, the aim is to significantly increase the number of youth and adults equipped with relevant skills, including technical and vocational skills, to enhance employment opportunities, promote decent jobs, and foster entrepreneurship. This initiative seeks to empower individuals with the capabilities needed to thrive in the evolving global economy, thereby contributing to sustainable economic growth and prosperity.

ELIMINATE ALL DISCRIMINATION IN EDUCATION
Eliminate gender disparities in education and ensure equal access to all levels of education and vocational training for vulnerable groups, including persons with disabilities, indigenous peoples, and children in vulnerable situations. This goal aims to promote inclusive education systems that cater to the diverse needs of all individuals, fostering equality of opportunity and empowering marginalized communities to participate fully in educational and vocational opportunities.

UNIVERSAL LITERACY AND NUMERACY
Ensure that all youth and a significant proportion of adults, irrespective of gender, attain proficiency in literacy and numeracy skills. This goal aims to empower individuals with essential competencies necessary for personal development, economic participation, and lifelong learning, fostering a more inclusive and knowledgeable society overall.

EDUCATION FOR SUSTAINABLE DEVELOPMENT AND GLOBAL CITIZENSHIP
By 2030, ensure that all learners gain the knowledge and skills essential for advancing sustainable development. This includes education on sustainable development and lifestyles, human rights, gender equality, fostering a culture of peace and non-violence, promoting global citizenship, and appreciating cultural diversity and the role of culture in sustainable development.

BUILD AND UPGRADE INCLUSIVE AND SAFE SCHOOLS
Construct and improve educational facilities that are sensitive to the needs of children, individuals with disabilities, and different genders. Ensure these facilities provide safe, non-violent, inclusive, and effective learning environments for all students.

EXPAND HIGHER EDUCATION SCHOLARSHIPS FOR DEVELOPING COUNTRIES
Significantly increase the global availability of scholarships for developing countries, with a particular focus on least developed countries, small island developing States, and African nations. These scholarships should support enrollment in higher education, including vocational training, information and communications technology (ICT), technical, engineering, and scientific programs. This initiative aims to enhance educational opportunities and capacity building in developing regions, promoting skills development and knowledge exchange to foster sustainable development globally.

INCREASE THE SUPPLY OF QUALIFIED TEACHERS IN DEVELOPING COUNTRIES
Substantially increase the supply of qualified teachers, particularly in developing countries, including least developed countries and small island developing States, through international cooperation for teacher training initiatives. This effort aims to enhance educational quality, promote professional development among educators, and improve learning outcomes for students in underserved regions.
