Coral reef monitoring is entering a period of exceptional pressure. The National Oceanic and Atmospheric Administration (NOAA) reported in June 2026 that bleaching-level heat stress affected approximately 84.4 per cent of the world’s coral reef area between January 2023 and September 2025. Mass bleaching was documented in at least 83 countries and territories, and NOAA said the fourth global bleaching event, the largest recorded, probably ended in 2025. Against that backdrop, organisations able to gather repeat observations across many sites occupy an important, but carefully bounded, place in marine science.


The Reef Check Foundation trains recreational divers and community teams to record selected indicators of reef condition through a standardised protocol. The international non-profit organisation says it was founded in 1996 and conducted its first global survey in 1997. Its work now covers tropical coral reefs and temperate rocky reefs and kelp forests, with volunteer teams active in more than 40 countries and territories.


A repeatable survey built for trained volunteers


Reef Check’s tropical programme does not ask volunteers to conduct an unrestricted biological inventory. Certified EcoDivers collect four defined sets of information: a site description, fish counts, invertebrate counts and observations of human impacts, and substrate records. Three underwater surveys use the same 100-metre transect line. Fish and invertebrate observations are made in four 20-metre segments, while substrate is recorded at half-metre intervals.

The method concentrates on indicator organisms and visible pressures rather than the full complexity of a reef. Volunteers learn regional identification, survey procedures and diving skills through an EcoDiver course. Reef Check states that collectors contributing surveys to its global database have to hold EcoDiver certification, and submitted records are reviewed by an administrator before acceptance. These controls are intended to make observations more comparable across places and over time.



That design illustrates the practical appeal of citizen science for coral reefs. Professional monitoring is expensive, specialist time is limited and many reefs are remote. Trained local divers can revisit sites, extend geographic coverage and retain knowledge within communities. Reef Check says its information is used by marine resource managers, scientists and policymakers. That organisational description does not by itself establish the effect of the data on a particular management decision.



Evidence of value, and of uneven precision


Peer-reviewed research indicates that volunteer monitoring can identify some important ecological change, but the result depends on the indicator and the question being asked. A 2015 study compared Reef Check volunteers and professional researchers working in the British Virgin Islands. Both programmes detected similar long-term directions in live coral cover and coral rubble. Agreement was weaker for several other benthic measures, and Reef Check fish estimates did not reproduce trends identified by the professional programme.


The researchers found that site-level trends were statistically significant more often in the professional data, implying greater precision. They nevertheless concluded that volunteers could detect important changes in benthic communities. The comparison shows why the value of a monitoring programme cannot be reduced to a single claim about whether volunteer data are reliable. Performance varied across fish, coral and other benthic indicators.


These findings define a distinction that is easily lost in public discussion. A repeatable volunteer method can reveal broad changes and supply observations where professional coverage is thin. It does not automatically provide the taxonomic detail, precision or sampling design required for every scientific or regulatory purpose. Data quality also depends on training, calibration, repeat visits, site selection, oversight and the match between the protocol and the decision under consideration.


Monitoring within a wider conservation system


The global context gives such longitudinal records added relevance. The United Nations Environment Programme (UNEP), reporting findings from the Global Coral Reef Monitoring Network, said approximately 14 per cent of the world’s coral was lost between 2009 and 2018. The assessment linked sharp declines in coral cover with rising sea-surface temperatures, while also identifying local pressures including overfishing, coastal development and declining water quality.


Reef Check’s records cannot by themselves separate all those drivers or determine a conservation response. They can document selected conditions and changes at monitored sites, support comparison, and help identify questions for closer investigation. The route from observations to policy remains shaped by data access, institutional capacity, funding, legal authority and whether monitoring locations represent the wider ecosystem. Long-running local teams may strengthen continuity, but volunteer availability can also vary across seasons and places.


The programme connects most directly with SDG 14 (life below water), which includes targets on marine pollution, ecosystem protection and the conservation of coastal and marine areas. Monitoring provides evidence relevant to tracking those conditions, without substituting for enforcement, emissions policy or decisions over fisheries and coastal development.


As heat stress changes reefs over increasingly large areas, the public-interest question is not whether volunteer observations replace professional science. The evidence points instead to how different systems can complement one another. Reef Check offers a structured way for trained communities to observe ecosystems they use and know, while comparative research provides a reminder that the resulting data remain strongest when their scope, uncertainty and intended use are explicit.
